On June 1, 2008 we began enforcement of our existing ordinance that governs solid waste within the City limits. As part of this enforcement, we discontinued the collection of bagged household garbage placed curbside next to rollout containers.

Special events, such as cookouts, family reunions and graduation parties often produce more household refuse than normal. The options for these residents were limited to holding on to the waste for an additional week, which creates a health hazard; delivering their excess waste to our transfer station or a county-owned convenience center, which requires a pickup truck for cleanliness; or asking a neighbor(s) to use space in their rollout container, if it is available.

For residents of the City of Franklin who have excess household garbage we now offer Buck-A-Bag stickers.

Instead of paying the admin of $75.00 for an additional roll-out container, citizens can now pay one dollar for each extra bag they leave at the curb. It’s part of Franklin’s Pay-As-You-Throw Program. Citizens can purchase these pink stickers through the City’s Utility Billing Division or the Sanitation and Environmental Services offices. The stickers are sold in groups of five at $1.00 each($5.00 per sheet). There is no limit to the number of stickers citizens can purchase, however each extra bag must have a sticker so the garbage collector will know they are allowable for pick-up under the Buck-A-Bag program.

Bagged household garbage will not be collected unless it has a pink “Buck-A-Bag” sticker. Yard waste will still need to be bagged in biodegradable paper bags; these biodegradable bags do not require stickers.
