Primary Units & Key Functions
Finance & Administration includes the administration or oversight of the following departments and units under the direction of Kristine Brock, the City's Assistant City Administrator-Finance / CFO:
- Finance
Provides financial services, including accounting, financial reporting, investments, bonds/debt management, payroll, and accounts payable.
- Purchasing Office
Oversees the acquisition and disposal of non-construction related supplies, materials, equipment, and services.
- Revenue Management
Provides the billing and collection of taxes and utility service fees for the City of Franklin. This department has 13 full-time positions. The department also issues business licenses for those businesses operating in Franklin.
- Municipal Court
Provides a fair and impartial hearing for all citizens charged with a city ordinance violation, code violation, or traffic violation within the City of Franklin.
- Information Technology (IT)
Provides the information technology and communications infrastructure for the City of Franklin.
- Project & Facilities Management
Facilities is responsible for the development, design, planning, scheduling, and management of city facilities projects. These projects cover a wide spectrum ranging from major new construction and large remodels to small projects designed to improve, repair, or enhance existing city facilities or systems.
- Franklin Transit
Connects people in the Franklin and Cool Springs Area by providing public transportation services. The service is managed and operated by the TMA Group for the Franklin Transit Authority.
In addition to providing effective stewardship over public funds and assets, this function of City government provides financial management leadership and legislative support to the Budget & Finance Committee, the Capital Investment Committee, and the Board of Mayor and Aldermen.
