The scope of a Final Plat application is to finalize the layout for subdividing land into two lots, finalize the layout as approved on a Preliminary Plat, document minor changes to lots that shift or consolidate lot lines, create easements, or record any other minor changes that do not involve the creation of new lots.  Final Plats are reviewed and approved by either the FMPC or staff, depending on certain criteria.

Step 1:  Preliminary Meeting (Optional)

A meeting with staff prior to pre-application submittal is not required but is helpful for many applicants.  To set up a meeting, contact the Current Planning Division of the Department of Planning and Sustainability.

Step 2:  Final Plat Application Submittal

The application must be submitted according to the Submittal Schedule through our Online Application Portal.  Pre-application materials and a pre-application meeting are not required. Step 3:  Staff Review

The staff reviews the application and comments are sent back to the applicant. 

Step 4:  Resubmittal of Corrected Plans

The applicant resubmits corrected plans according to the Submittal Schedule through our Online Application Portal.  The staff determines the completeness of the resubmittal, and then it is added to the meeting agenda.  Resubmittal must be within three consecutive resubmittal dates.  Failure to meet these dates requires a plan to start at the beginning of the process.

Step 5: Administrative or FMPC Final Action

The FMPC reviews the application and is the approving body for most final plats.  The Department of Planning and Sustainability may approve certain final plats on behalf of the FMPC intended to shift lot lines, consolidate lots, create easements, or record other minor changes.  Surety amounts are approved as part of this step.

Step 6:  Performance Agreements and Sureties

Prior to recording the final plat or issuance of a building permit, the performance agreement and surety must be posted.  The guidelines for this process can be found here.

Step 7:  One-Stop Submittal

The applicant submits to One-Stop to resolve all conditions of approval, including the mylar with all non-City of Franklin signatures.

Step 8:  Recording of the Final Plat

After final approval of the plat and obtaining all required signatures, the applicant must file the final plat with the Williamson County Office of Register of Deeds within one year of the date of the FMPC or Administrative Agenda.  No lots may be sold from any plat until it has been recorded.
