The City of Franklin offers a competitive benefits package including retirement, medical, dental, life insurance, and long-term disability.  These and additional benefits are outlined below.

Insurance

Medical and Pharmacy - The City offers medical insurance and pharmacy benefits through a self-funded plan administered by BlueCross BlueShield of Tennessee.  Employees may choose between two deductible plan options, either a PPO plan or a High Deductible Health Plan.  Full-time employees are eligible for benefits. An employee's medical insurance is effective on either the 1st or the 16th of the month, depending on their full-time date of hire.

Vision - The City offers a vision plan through BlueCross BlueShield of Tennessee. The vision plan provides coverage for routine eye exams and pays for all or a portion of the cost of glasses or contact lenses. 

Dental - The City offers dental coverage through Delta Dental of Tennessee to all full-time employees at no cost.  The calendar year maximum is $1,500 per covered individual. An employee's dental insurance is effective on either the 1st or the 16th of the month, depending on their date of hire.

Life - The City offers Life Insurance coverage through Ochs to all full-time employees at no cost.  Employees become eligible upon the first of the month following 90 days of active service.  This coverage includes a Basic Policy equal to one times the employees' annual base salary (Double indemnity for accidental death and dismemberment.), and a Supplemental Policy of $50,000. 

Long-Term Disability - Long-Term Disability coverage is provided to all full-time employees through Ochs at no cost to the employee.  Employees become eligible upon the first of the month following 90 days of active service.  This benefit pays 60% of the base salary, up to a maximum of $6,000 a month, following a 90-day elimination period.

Vacation Leave - Full-time employees accrue vacation leave according to their years of service as listed below:

Sick Leave - Full-time employees accrue one sick day per month.

Holidays - The City has 10 paid holidays per year.  New Year's Day, Martin Luther King, Jr. Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and day after, Christmas Day and bonus Christmas Day.

Personal Leave - Full-time employees receive 2 personal days per year on January 1. If hired on or after July 1, full-time employees receive 1 personal day for that calendar year. 

Paid Parental Leave - Eligible full-time employees are paid at 100% of their regular base rate including applicable stipends for qualifying parental leave. Please see City of Franklin HR Manual for full program details and eligibility. 

  1. Childbirth Leave: Eligible employees may take Childbirth Leave for up to eight (8) paid weeks for the qualifying reason listed below:
    1. The employee gives birth to a child
  2. Parenthood Leave: Eligible employees may take Parenthood Leave for up to four (4) paid weeks for one of the qualifying reasons listed below:
    1. The birth of the employee’s child and to care for that child
    2. The placement of a child with the employee for adoption or foster care and to care for the newly placed child

Other Benefits

Section 125 Cafeteria Plan - Allows the employee to pay for certain eligible insurance premiums on a Pre-Tax basis.

Flexible Benefits Plan - Tax-saving Medical Reimbursement and Dependent Care plans are available. 

Health Savings Account - Tax-saving Medical Reimbursement plan for the City's high-deductible health plan. Currently, the City makes a contribution to the employee's HSA and employee's can contribute their own funds. 

Employee Assistance Program (EAP) - This program through Ulliance, Inc. is a service provided to employees and household family members at no cost.  It provides confidential, professional short-term counseling and referral for long-term care.  Assistance is provided in a number of areas including relationship problems, substance abuse issues, financial problems and stress. 

Other Voluntary Insurance - Full-time employees may elect voluntary insurance coverage such as Short-Term Disability and additional Life Insurance for themselves and dependents. 

Williamson County Recreation Center discounts - City employees qualify for a 20% discount on the cost of a standard or premium, single or family annual pass for use at the Williamson County Recreation Centers.  An annual standard, single pass may be purchased for $140, and an annual, standard family pass is $200.  Premium passes are available at an additional charge.

Longevity - Upon completion of five, ten, fifteen, twenty, or five-year additional incremental periods of service, employees become eligible for a longevity service award bonus.

Wellness Program - The Employee Wellness Program provides opportunities for employees to participate in annual health screenings, seasonal flu shots, health fair, walking program and other wellness related activities.
