The purpose of the Public Gathering and Expression Event permit is to facilitate the safe exercise of First Amendment rights under the United State Constitution and ensure that the city provides protection to all who wish to exercise those rights. The City of Franklin supports these events and has developed the following regulations to enable the city to provide a safe environment for participants, bystanders and the community. No public gathering or expression event is allowed to take place during a permitted special event in the same permitted space.

A Permit is not required when the event Involves less than twenty (20) participants; AND

  1. Participants will assemble and/or march only on sidewalks;
  2. Participants will cross streets only at crosswalks; 
  3. Participants will obey all traffic controls and regulations; 
  4. Participants will not obstruct sidewalks or otherwise impede the orderly flow of foot traffic on sidewalks; 
  5. Participants will obey all applicable laws, statutes and ordinances; 
  6. Participants will not obstruct necessary maintenance and cleaning of streets, sidewalks, or other public facilities; 
  7. Where amplification, if any, occurs only between the hours of 9:00 a.m. and 9:00 p.m. and cannot be heard 50 ft away from the amplification device; 
  8. Where the event occurs between the hours of 6:00 a.m. and 9:00 p.m.; and 
  9. Any signage used will not be of such a dimension or used in such a manner that such signage may impede or obstruct pedestrians on sidewalks or vehicles on streets.

Your DETAILED event site plan / route map must be submitted with this application and include but not be limited to:

  • An outline of the entire event venue including the names of all streets or areas that are part of the venue and the surrounding area. If the event involves a moving route of any kind, indicate the direction of travel and all street or lane closures.

In accordance with Title 11 Chapter 4 of the Franklin Municipal Code (Offenses Against the Peace and Quiet), amplification of sound located in or within 100 feet of a residential property line which is plainly audible is prohibited between the hours of 10:00 p.m. and 7:00 a.m. Sunday through Thursday and between the hours of 11:00 p.m. and 7:00 a.m. Friday and Saturday except for special events where a special permit has been obtained from the City of Franklin authorizing such event.  In the event that a special event permit has been obtained from the City of Franklin, no other amplification of sound will be permitted within the area of the special event except that which has been applied for and authorized by the city pursuant to the permit application.  The City of Franklin’s Municipal Code (Title 11, Chapter 4) allows for exceptions to the City’s noise standards for City authorized or sponsored events.  However, the City retains the right to ask for a change of an event’s location or time in an attempt to decrease the number of people impacted by event noise.  The City may refuse a special event application based on noise complaints by neighboring businesses and residents.  The City therefore encourages event-holders to work with neighbors to alleviate negative impacts wherever possible.  At minimum, you should plan to point speakers away from residences.

  • I/We agree to abide by all ordinances and regulations of the City of Franklin and all State and Federal Laws.

  • The application for a Public Gathering and Expression Event permit shall be filed not less than 2 days nor more than 6 months prior to the scheduled date of such event. Failure to file in a timely manner may result in denial of a permit. Upon a showing of good cause, the City Administrator may consider a late application if there is sufficient time to process and investigate the application and possible impact on city services for the Event.
