WAVES, Inc., a tenant of the property located at 145 SE Parkway, appeals the City of Franklin’s disapproval of construction documents requesting change of occupancy from Business (B) to Educational (E) which did not include automatic fire sprinklers throughout the existing building. Specifically, a portion of the building must be classified as an Educational (E) occupancy based upon WAVES’ programmatic needs as child care facility. The applicable Franklin Municipal Code section is Chapter 7-232, automatic fire sprinkler systems. The applicant seeks an equivalency by proposing additional life safety measures that meet the intent of Chapter 7-232 and provides for the safety of those in the proposed Educational occupancy.
