NOTICE OF COMMENT PERIOD AND PUBLIC HEARING
Regarding the Fourth Annual Update to the Five Year Consolidated Annual Action Plan for Housing and Community Development for Franklin, TN
The 30-day public-comment period for the fourth annual update to the five-year Consolidated Plan for housing and community development for the City of Franklin begins April 10, 2022, and ends May 15, 2023. The draft plan may be downloaded from the website at www.franklin-gov.com under News and Information/CDBG plan. Copies are also available in the Building and Neighborhood Services Department of City Hall.
A Public Hearing for the Annual Action Plan will occur Monday, April 10, 2023, at 5:15 p.m. at City Hall, in the Development Services Conference Room, 109 3rd Avenue South. The Five-Year Consolidated Plan for housing and community development covers the period of July 1, 2020 to June 30, 2025. This plan includes the period of June 30, 2023, to July 1, 2024. The Consolidated Plan is a requirement for the City of Franklin to receive funds through the Community Development Block Grant (CDBG) program of the U.S. Department of Housing and Urban Development (HUD).
The Consolidated Plan is a comprehensive planning document on housing and community development that includes an analysis of the current housing market, an assessment of the affordable and fair housing and community development needs, strategies and goals for meeting the needs identified, and an annual action plan for utilizing CDBG funds allocated to the City of Franklin. As required, the Plan identifies specific strategies to address affordable housing in general, non-housing community development, housing homeless persons, and supportive housing for persons with special needs.
Based on a projected grant of $368,000.00 the annual action plan is anticipated to include specific funding amounts for programs such as Public Facilities, Land Acquisition, and Community Based Development Organizations. Additionally, twenty percent of the grant is allocated for Administration and Planning.
