Provides technical assistance to the City, and supervises the Current, Long Range, and Preservation Planning Divisions, and the Administrative and Support Staff. Prepares the annual budget and goals for the department and their administration. Selects talented staff, assigns projects and duties, and see that they are accomplished.
Catherine began work in Franklin as Director of the Planning and Sustainability Department in January 2010. She is responsible for the supervision of eighteen professional, technical, and clerical staff, oversight of the development review process administration of Historic Preservation activities and coordination of sustainability initiatives.
The Planning and Sustainability Department also manages amendments to the Zoning Ordinance and municipal code designed to protect the high standards of life in Franklin while encouraging quality developments.
Prior to coming to Franklin, Catherine held the position of Director of Planning and Development for the City of Clayton, Missouri, for 17 years. In Clayton, she was involved in the planning and design review for Clayton’s large scale mixed use projects. She headed efforts to develop commercial overlay zones and two transit oriented development districts near Clayton’s metro stations. Additionally, she chaired the staff environmental group, the Planit Green team.
During her tenure in Clayton, Catherine received the designation of Certified Planner and served as vice president and president of the St. Louis Section of the American Planning Association (APA) as well as Professional Development Officer, APA, Missouri Chapter of the American Planning Association.
Prior to her position in Clayton, Catherine was employed by Evanston and Urbana, Illinois. Catherine is a native of Chicago and possesses a Bachelor of Science in Geography from Southern Illinois University and completed coursework for a Master’s in Urban and Regional Planning from the University of Illinois. Catherine enjoys traveling and kayaking. She has one daughter who is pursuing a Master’s Degree in Public Administration at Northern Texas University.
