Make a short video that communicates a summer safety tip. Submit a contest entry form and your video at www.franklintn.gov/summersafety. To be eligible, your video can be no more than five (5) minutes in length. It should display best safety practices only and draw inspiration from the “summer safety topics" that can be viewed by following the link at the above website address.
Videos can be live-action or animated, serious or funny – whatever you would like. They MUST NOT show the use of consumer fireworks or the dangerous or reckless use of fire.
The Grand Prize Winner will receive a $500 gift card from Bink’s Outfitters and tickets to see their video shown at The Franklin Theatre. The Second Place Winner will receive a Grill Master 4-burner gas grill from Lowe’s Franklin. The Third Place Winner will receive a $100 gift card from Famous Dave’s BBQ restaurant Franklin/Cool Springs. The People’s Choice Winner will receive a $100 gift card from Essex Bargain Hunt. All prizes have been donated by these Franklin businesses.
The contest is open to City of Franklin, TN residents and Williamson County, TN residents. Children under the age of 18 must have written parental approval. Employees and family members of the City of Franklin and the Franklin Fire Department may submit videos but are ineligible to receive prizes. All entries must be submitted between June 12 and July 27, 2012.
Submissions will be posted to the City of Franklin’s YouTube Channel throughout the contest as they are received and approved.
Public votes will determine the People’s Choice Award. A video is eligible to receive votes as soon as it is posted on the City of Franklin’s YouTube Channel. A video may be posted anytime during the submission period of June 12, 2012 to July 27, 2012. Submit your video early and promote it in order to get the votes you need to win the People’s Choice Award!

The Franklin Fire Department’s Summer Safety Video Challenge Contest starts June 12, 2012 at 12:01 AM CDT and ends on July 27, 2012 at 11:59 PM CDT. This timeline is referred to as the Submission Period.
ELIGIBILITY:
The contest is open to City of Franklin, TN residents and Williamson County, TN residents, including employees of the City of Franklin and the Franklin Fire Department and their respective parents, subsidiaries, affiliates, promotion and advertising agencies, and members of their immediate family (spouse and parent, children and siblings and their respective spouses, regardless of where they reside) and persons living in the same household, whether or not related, of such employees; however, these persons are not eligible to win prizes. Others not eligible to enter or win are any parties who: (1) are represented under contract (e.g. by a talent agent, manager, or other party) that would limit City’s rights in the Entry and ability to use and show the Entry in any media form as authorized below; 2) have an acting or modeling or other contract that would make their appearance in the Entry a violation of third party rights; or (3) are under any other contractual relationship or are a member of any guild or union that may prohibit them from participating fully in the Contest or prevent City from using, residual-free, the Entry worldwide in all media in perpetuity. Void where prohibited by law. Contest is subject to all applicable federal, state, and local laws.
HOW TO ENTER:
During the Submission Period, produce a video that conveys a summer safety tip (see ideas by following the link at www.franklintn.gov/summersafety). Entries must focus on the City of Franklin and/or the Franklin Fire Department. To enter the Video Contest, you must fully complete the submission form at www.franklintn.gov/summersafety and submit your Video with the submission form, OR you may upload your video to your own YouTube page and email us the link, at FirePrevention@FranklinTN.gov.
Entries cannot exceed 5 minutes in length.
All Entries must be submitted in one of the following formats*:
- WebM files - Vp8 video codec and Vorbis Audio codecs
- .MPEG4, 3GPP and MOV files - Typically supporting h264, mpeg4 video codecs, and AAC audio codec
- .AVI - Many cameras output this format - typically the video codec is MJPEG and audio is PCM
- .MPEGPS - Typically supporting MPEG2 video codec and MP2 audio
- .WMV
- .FLV - Adobe-FLV1 video codec, MP3 audio

Entries must be received by July 27, 2012 at 11:59 PM CDT to be considered eligible. Entries generated by a professionally published script will not be considered for a top prize. Limit one (1) Entry per person and per email address. Entries received from any person or email address in excess of the limitation will be void. Entries will be rejected if: (a) entry form is not fully completed and submitted along with your Video during the Submission Period; or (b) if the Entry does not conform to the specific requirements listed below. Without limitation, the City is not responsible for late, lost, misdirected, delayed, incomplete or incompatible Entries.
BY SUBMITTING AN ENTRY, THE ENTRANT AGREES THAT THE ENTRY COMPLIES WITH ALL CONDITIONS STATED IN THESE OFFICIAL RULES. THE CITY WILL BEAR NO LEGAL LIABILITY, EXPRESSED OR IMPLIED, REGARDING THE USE OF THE ENTRY BY THE CITY AND THE CITY SHALL BE HELD HARMLESS BY THE ENTRANT IN THE EVENT IT IS SUBSEQUENTLY DISCOVERED THAT THE ENTRANT HAS DEPARTED FROM OR NOT FULLY COMPLIED WITH ANY OF THE OFFICIAL RULES.
REQUIREMENTS OF ENTRIES:
Your entry shall not contain, as determined by the City, in its sole discretion, any content that:
- Shows reckless or dangerous behavior, including, without limitation, the unsafe use of fire.
- Includes the use of consumer fireworks;
- is unnecessarily violent or derogatory of any ethnic, racial, gender, religious, professional or age group; profane or pornographic;
- promotes alcohol, illegal drugs, tobacco, firearms/weapons (or the use of any of the foregoing); promotes any activities that may appear unsafe or dangerous;
- is obscene or offensive; endorses any form of hate or hate group; appears to duplicate any other submitted Entries;
- defames, misrepresents or contains disparaging remarks about other people, companies, or organizations;
- contains trademarks, logos, or trade dress (such as distinctive packaging or building exteriors/interiors) owned by others, without permission (for example, any clothing worn by persons appearing in your Video must not contain any visible logos, trademarks, or other third party materials, unless the necessary permissions/licenses have been obtained or such materials blurred out); contains any personal identification, such as license plate numbers, personal names, e-mail addresses or street addresses;
- contains copyrighted or copyright-protected materials where the copyright is owned by others (including photographs, sculptures, paintings, and other works of art or images published on or in websites, television, movies, music, or other media), without express written permission;
- contains materials embodying the names, likenesses, voices, or other indicia identifying any person, including, without limitation, celebrities and/or other public or private figures, living or dead, without permission. For greater certainty, this means your Video must not contain any reference to or likeness of any identifiable third parties, unless consent has been obtained from all such individuals and their parent/legal guardian if they are under the age of majority in their jurisdiction or residence. (Note: If you cannot obtain the consent of an individual appearing in your Video, then his/her face must be blurred out);
- contains look-alikes of celebrities or other public or private figures, living or dead;
- communicates messages or images inconsistent with the positive images and/or good will with which the City wishes to associate;
- contains any singing, playing of any musical instrument, or performance that has been broadcast, published or televised as part of a recording or motion picture film, music performance, or television program;
- contains any other content that is or could be considered inappropriate, unsuitable, or offensive, all as determined by the City in its sole discretion; and/or Violates any law.
Entry must be the original work of the entrant, and must not infringe upon the copyrights, trademarks, rights of privacy, publicity, moral rights, or other intellectual property or other rights of any person or entity. If the Entry contains any material or elements that are not owned by the entrant, and/or which are subject to the rights of third parties, the entrant is responsible for obtaining, prior to submission of the Entry and in writing, any and all releases and consents necessary to permit the use and exhibition of the Entry by City in the manner set forth in these Official Rules. This includes, without limitation, permission from the videographer, as well as name and likeness permissions from any person (and their parent or legal guardian if they are under the age of majority in their jurisdiction of residence) who appears in or is identifiable in the Entry. City reserves the right to request proof of these permissions in a form acceptable to City from any entrant at any time. Failure to provide such proof may, if requested, render Entry null and void. By submitting an Entry, entrant warrants and represents that he/she and any persons appearing or who are identifiable in the Entry consent to the submission and use of the Entry in the Contest and to its use as otherwise set forth herein.
Each entrant agrees to reimburse City and other Released Parties (as defined below) in full in respect of any expense, cost, or liability incurred by City or any other Released Party as a result of any claims of infringement or other breach of intellectual property or other rights by any third party resulting from City or other Released Party’s use of any element of the entrant’s Entry as authorized by these Official Rules.
A panel of judges comprised of City of Franklin employees will determine the Top Grand Prize Video Winner, Second Place Winner, and Third Place Winner.
All Entries received by the City during the Submission Period will be reviewed and accepted based on whether or not they follow the criteria according to the Terms and Conditions of the contest. Accepted videos will be posted on the City of Franklin’s YouTube Channel throughout the Submission Period. A video is eligible to receive votes as soon as it is posted on the City of Franklin’s YouTube Channel.
The Grand Prize Winner is not eligible to receive the People’s Choice Award. However the Second Place Winner and Third Place Winner are eligible.
The video that receives the highest number of valid votes, as determined by City, will be deemed the People’s Choice Video Winner. In the event of a tie, an additional, ‘tie-breaking’ panel (determined by the City) will judge all such tied Entries to determine the Finalist(s) based on criteria to be determined. Prize awards are subject to verification of eligibility and compliance with these Official Rules and Requirements. The Winners will be contacted by email, mail or phone (see below) on or about August 6, 2012. If you have not been contacted by this date, you may assume that you are not a Winner.
The Grand Prize winning video will be shown during the preview section of a Saturday morning children’s movie at The Franklin Theatre, with up to five free movie passes awarded to the winner and guests for that day.
VOTING PHASE:
During the Voting Period, judges will monitor the entries. Participants are prohibited from obtaining votes by any fraudulent or inappropriate means, including, without limitation, offering prizes or other inducements to others, as determined by City in its sole discretion.
In the event of a tie based on the total number of valid votes received during the Voting Period, a ‘tie-breaking’ panel will determine the Grand/Second/Third (as appropriate) Prize Winner based on criteria to be determined later. Use of script, macro or any automated system to vote or with the intent to impair the integrity of the voting process is prohibited and all such votes will be void. For the purpose of these Rules, the Grand Prize Winner, the Second Place Winner and the Third Place Winner may be referred to herein collectively as ‘Winners’ and each as a ‘Winner’ (although any use of the word ‘winner’ is subject to that individual’s compliance with these Official Rules.)
WINNER NOTIFICATION:
Judges’ and City’s decisions are final and binding on all matters relating to this Contest, without right of appeal. Potential winners will be notified by telephone, mail and/or email and may be required to complete an Affidavit, Declaration or Certificate of Eligibility, Liability and Publicity Release (unless prohibited by law) and any other documents (e.g., assignment of copyright and waiver of moral rights) required by City, which must be returned within seven days of date appearing on prize notification. Return of prize or prize notification as undeliverable, failure to sign and return requested documentation within the specified time period, the inability of City to contact a potential winner within a reasonable time period or noncompliance with these Official Rules by any potential winner will result in disqualification and, at City’s sole discretion, the prize may be awarded to a runner-up. If any potential winner is an eligible minor (under age 18), City reserves the right to award the prize in the name of his/her parent or legal guardian who will be responsible for fulfilling all requirements imposed on winners set forth herein.
PRIZES:

Prizes are awarded ‘as is’ with no warranty or guarantee, either express or implied by City. Winners may not substitute, assign or transfer prize, but City reserves the right, at its sole discretion, to substitute prize (or portion thereof) with one of comparable or greater value. Winners are responsible for any federal, state and local taxes, if any, as well as any other costs and expenses associated with prize acceptance and use not specified herein as being provided. Any additional prize details are at City’s sole discretion. Without limitation, the City is not responsible for the distribution of any prize between any persons who may have participated in making the Entry.
GENERAL CONDITIONS:
By participating, each entrant agrees: (a) to abide by these Official Rules and decisions of City and judges, which shall be final and binding in all respects relating to this Contest without right of appeal, including, without limitation, any decisions regarding the eligibility/disqualification of Entries; (b) to release, discharge and hold harmless City, and its mayor, aldermen, officials, employees, agents and representatives of the forgoing (collectively, ‘Released Parties’) from any and all injuries, liability, losses and damages of any kind to persons, including death, or property resulting, in whole or in part, directly or indirectly, from entrant’s participation in the Contest or any Contest-related activity or the acceptance, possession, use or misuse of any awarded prize and (c) to the use of his/her name, voice, performance, photograph/video, image and/or likeness for programming, advertising, publicity and promotional purposes in any and all media, now or hereafter known, worldwide and on the Internet, and in perpetuity by City and its designees, without compensation (unless prohibited by law) or additional consents from entrant or any third party and without prior notice, approval or inspection, and to execute specific consent to such use if asked to do so.
OWNERSHIP/USE OF ENTRIES:
Entrants will retain ownership of their Entries. However, by entering this Video Contest, entrants grant the City and all other Released Parties a royalty-free license to edit, modify, cut, rearrange, add to, delete from, copy, reproduce, translate, dub, adapt, publish, distribute, exploit, and use Entries and the content of and elements embodied in the Entries, including, without limitation, the names and likenesses of any persons or locations embodied therein, in any and all media now known or hereafter devised, worldwide, in perpetuity without compensation, permission or notification to entrant or any third party. By entering this Contest, entrants represent and warrant that the above described license to the City does not violate any third party rights or agreements. Each entrant hereby waives any claim that the entrant may otherwise now or hereafter have in any jurisdiction based on ‘moral rights’ or unfair competition law in respect of City or any other Released Party’s use of the Entry as authorized by these Official Rules. Entrants also agree not to instigate, support, maintain, or authorize any action, claim or lawsuit against the City and any other Released Party on grounds that any use of the Entry as authorized by these Official Rules infringes or violates any rights of any entrants.
MISCELLANEOUS:
Released Parties are not responsible for lost, late, incomplete, damaged, inaccurate, illegible, stolen, delayed, misdirected, undelivered, or garbled Entries; or for lost, interrupted or unavailable network, server, Internet Service Provider (ISP), website, or other connections, availability or accessibility or miscommunications or failed computer, satellite, telephone or cable transmissions, lines, or technical failure or jumbled, scrambled, delayed, or misdirected transmissions or computer hardware or software malfunctions, failures or difficulties, or other errors or difficulties of any kind whether human, mechanical, electronic, computer, network, typographical, printing or otherwise relating to or in connection with the Contest, including, without limitation, errors or difficulties which may occur in connection with the administration of the Contest, the processing or judging of Entries, the tabulation of votes, the announcement of the prizes, the incorrect uploading of the Video or in any Contest-related materials. The City and Released Parties are also not responsible for any incorrect or inaccurate information, whether caused by site users, tampering, hacking, or by any equipment or programming associated with or utilized in the Contest. Released Parties are not responsible for injury or damage to any person’s computer related to or resulting from participating in this Contest or downloading materials from or use of the website. Persons who tamper with or abuse any aspect of the Contest or website, who act in an unsportsmanlike or disruptive manner or who are in violation of these Official Rules, as solely determined by City, will be disqualified and all associated Entries will be void. Should any portion of the Contest be, in City’s sole opinion, compromised by virus, worms, bugs, non-authorized human intervention or other causes which, in the sole opinion of the City, corrupt or impair the administration, security, fairness or proper play, or submission of Entries, Sponsor reserves the right at its sole discretion, to suspend, modify or terminate the Contest and, if terminated, at its discretion, select the potential winners from all eligible, non-suspect Entries received prior to action taken using the judging procedure outlined above.
CAUTION:
ANY ATTEMPT TO DELIBERATELY DAMAGE THE WEBSITE OR UNDERMINE THE LEGITIMATE OPERATION OF THE CONTEST MAY BE IN VIOLATION OF CRIMINAL AND CIVIL LAWS AND SHOULD SUCH AN ATTEMPT BE MADE, CITY RESERVES THE RIGHT TO SEEK DAMAGES AND OTHER REMEDIES (INCLUDING ATTORNEYS’ FEES) FROM ANY SUCH INDIVIDUAL TO THE FULLEST EXTENT OF THE LAW, INCLUDING CRIMINAL PROSECUTION.
In the event of a dispute regarding who submitted an Entry, entries will be deemed to have been submitted by the authorized account holder of the email address submitted at the time of entry, ‘Authorized account holder’ is defined as the person who is assigned an email address by an internet provider, online service provider, or other organization (e.g. business, educational institute, etc.) that is responsible for assigning email addresses for the domain associated with the submitted email address. A selected entrant may be required to provide proof that he/she is the authorized account holder of the email address associated with the selected entry. The sole determinant of the time for the purposes of a valid online entry is this contest will be the contest server machines(s).
The City reserves the right to cancel or suspend this Contest or to amend these Official Rules without prior notice or obligation, in the event of any accident, printing, administrative, or other error or any kind.
