The Berrys Chapel Character Area update was approved by the Franklin Municipal Planning Commission on September 22, 2011.  Stay tuned for information on which Character Area will be updated in 2012!

What is the Land Use Plan?

  • The Franklin Land Use Plan was approved in 2004.
  • The Plan offers recommendations for future land uses and development patterns which provides guidance for proposed rezoning requests and development proposals.
  • The Franklin Land Use Plan divides the city and urban growth boundary into nine “character areas.”
  • In 2008, the Planning Commission supported a Maintenance Plan where City Staff would update one Character Area every year. This results in each character area being revisited almost every 10 years.

Why update the plan?

  • Incorporate community observations and changes in the Berrys Chapel Character Area since the 2004 adoption.
  • Explore the land use impacts of the institutional uses emerging along the Franklin Road corridor.
  • Historic properties and natural features should be better addressed.
  • Special Area limits and recommendations should be refined.

What is the process to create the plan?

  • The entire development process is expected to take about four months and will consist of project team meetings, stakeholder interviews, community meetings and a formal approval process.
  • An interdisciplinary staff team has been created including representatives from City of Franklin’s Planning, Engineering and Administration Departments as well as Williamson County’s Planning Department.
  • Representatives from key stakeholder groups will be identified and interviewed. These groups include City Officials, County Officials, Public Safety Professionals, Transportation and Utility Providers, Nonprofit Organization Leaders, Educators, as well as Community and Economic Development Agencies.
  • There will be a community meeting in the form of an open house held for area residents to introduce the community to the plan, get some feedback regarding the current plan, proposed Special Areas and Design Concepts and what changes they might like to see. After this meeting, staff will refine the Special Area limits, associated Design Concepts and specific recommendations for future development.

What is the approval process?

  • Staff will present a draft of the updated plan to the Board of Mayor and Alderman and the Planning Commission at the Joint Conceptual Workshop. This will also serve as the second Community meeting for the project to get targeted feedback from the Mayor, Alderman, Planning Commissioners and the general public. All are encouraged to attend!
  • The Planning Commission be presented the final draft of the plan and vote to adopt the update at the Planning Commission meeting. All are welcome to attend!

What is this update going to include?

  • Updated section on Planning Background and Vision
  • A new section on the Update and Outreach Process
  • A new map titled the General Land Use to include information provided in the 2010 Development Report
  • A new map titled the Circulation Map to incorporate the Major Thoroughfare Plan and the Greenways and Open Space Plan, as well as identify key gateways
  • Updated and combined Design Special Areas Map and Concepts Map identifying revised special area limits and the associated design concepts areas.
  • Refined Special Area recommendations related to Character, Land Use, Development Form, Connectivity, and Open Space.
