Shirley HarmonShirley came to the City of Franklin Human Resources Department from Maury County, Tennessee in January of 2005. She is responsible for the supervision, administration of human resources operations and activities for the City including planning and developing employee programs and policies, supervising staff assigned to the Human Resources Department, including Risk Management, Safety, and Benefits. She is also responsible for the City’s compliance with local, state, and federal policies and regulations. Shirley is charged with recruitment, promotional exams, administering the classification and compensation plan, writing job descriptions, conducting salary surveys, and coordinating employee development training. The Human Resources department also manages the educational incentive and tuition programs.

Prior to coming to the City of Franklin, Shirley began her career in Human Resources in the private sector thirty years ago. She previously was co-owner of Jim Warner Motors in Mayfield, Kentucky where she performed the duties of Human Resources, Finance and Insurance for the Cadillac, Pontiac, Oldsmobile, and GMC dealership. After selling the business in Mayfield, Shirley moved to Columbia, Tennessee where she served in the Human Resources and Safety Compliance field in the private sector for seven years; she was then selected for the newly created position of Human Resources Director for Maury County government and served in that capacity for eight years; she also served as Public Administrator for five of those years.

Shirley is a native of Union City, Tennessee and has a bachelor’s degree in Liberal Arts and Social Sciences from the University of Tennessee. Shirley is a member of the Society of Human Resource Management, International Public Management Association for Human Resources, Public Risk Management Association, and International Foundation of Employee Benefit Plans. She has held her PHR certification since 2001; she is also one of the first in Tennessee to obtain the newly created SHRM-CP designation. She also has certifications in Internal Investigations and from Center of Fiduciary Studies. She has served as Vice-President and President of South Central Tennessee Human Resources Association and served on the State SHRM Board of Directors as well as several advisory panels and round tables for the SHRM. She is a member of the highly distinguished HR Summit, which is a summit for exceptional human resources executives who have been nominated for membership. Shirley is a graduate of the University of Tennessee Local Government Leadership Program (1994).

Shirley previously served as a Director for Hope House, Maury County Public Education Foundation, Maury Progressive Credit Union (Ascend), and Maury Beautiful. She is a member of the Kiwanis Club of Columbia and was named a Rotary Paul Harris Fellow in 2004.
