Envision Franklin articulates the long-term vision that will direct future development in a way that strengthens the City and creates exceptional places for people.  The Plan provides guidance for land use decisions, managing the quality of development, determining the timing and location of future growth, and directing investment and development activity.  It is a planning document adopted and maintained by the Franklin Municipal Planning Commission (FMPC).

The Design Concepts are the keystones of the Plan. The Design Concepts Map shows recommended future land uses for parcels within the city limits and for the territory within the City's Urban Growth Boundary (UGB). Each Design Concept is explained in the Plan and lists the appropriate future land uses, desired site design features, and also contains Special Considerations which are unique policy statements about specific areas.

The Appendix of the Plan includes several important elements that shaped the Design Concepts recommendations. Appendix A includes existing conditions and trends. Appendix B contains a Suitability Analysis which examines the development suitability of land within the UGB. Appendix C contains an Annexation  Analysis which examines the annexation potential of each drainage basin. Appendix D identifies the development and redevelopment potential of existing structures and parcels within Central Franklin. Appendix E shows the building height maximums for properties along the I-65 corridor.

Amendments to the Plan can be requested by property owners or initiated by the City on a quarterly basis. The FMPC holds a public hearing prior to voting by resolution on all amendment requests. More information about the amendment process and criteria can be found in the application user guide.

Franklin is a growing community and major updates should occur every five years to reaffirm the validity of the vision and make adjustments where desired to remain relevant and up-to-date.  An RFQ was issued in May of 2022 for consultant services and a firm was selected to assist with the update which was adopted on May 23, 2024.  Get more details about the 5-year update on our Envision Franklin Update Webpage.
