Project Description:
The widening of Columbia Avenue (US-31/SR-6) is needed to accommodate the projected traffic volume and increase the mobility and safety to and from downtown Franklin. The project generally includes a new five-lane typical section with medians in some locations as originally proposed and approved via Resolution 2017-43. To limit impacts, staff has pushed as many utilities as possible into the roadway.
The project is currently funded from a combination of sources: up to $28.8M in Federal Surface Transportation Block Grant (STBG) funds, up to $3.8M in State transportation funds, and approximately $3.6M in Local funds.
Below are some key dates & decisions/events that are associated with this on-going project:
- July 14, 2015 - BOMA unanimously approved the Local Agency Project Agreement which formally began the Columbia Ave Widening and Improvements Project.
- September 1, 2015 - City staff received approval from TDOT to start the environmental phase of the project.
- September 12, 2017 - BOMA approved Resolution 2017-43, "A Resolution to Select the Corridor Design Concept for the Columbia Ave Widening and Improvements Project". Option 1 - Five Lane Concept (with access management) was selected.
- April 26, 2018 - City staff received approval from TDOT to proceed with preliminary engineering for the final design.

September 22, 2020 - City Staff received approval from TDOT to proceed with the right-of-way acquisition phase. Prior to proceeding with the preliminary engineering phase of the project, City staff hosted meetings with numerous property/business owners to address as many concerns as possible.
