Blue Bin Registration - Per Ordinance 2021-03
With the successful initiation of the Blue Bin program, staff recommends that the administrative setup fee be a one-time fee of FORTY-EIGHT DOLLARS AND ZERO CENTS ($48.00). The 64-gallon blue roll-out container will remain the property of the City. The blue bin program is voluntary.- Recycling will only be collected in City Provided Recycling Containers
- Excess Recycling can be taken to Williamson County Convenience Centers

How much will a blue bin cost?

If I have a blue bin and move to another home in the City of Franklin can I take it with me?
No. If you have a Blue Bin at your current City of Franklin home and move to another home inside the City you will have to order another bin. The bin is associated with the address not the resident/account.
Why is the City switching to blue bins?
Plastic bags are now considered a contaminate of the recycling waste stream. The entire market for recycling in the United States is being forced to change how recyclable commodities are collected and managed. This, along with the inefficiency of manual collection, is directing the industry toward automated collection of waste (similar to current trash collection). This method of collecting waste at curb-side is the industry standard.
Are blue bins as big as our trash bin?
No. The recycling containers are 64-gallon capacity, 26" width, 32" front-to-back, and 40" tall.
Can my business have a blue bin?
No. The city will only be servicing residential recycling.
Can I buy my blue bin at a home good store?
No. Only City provided containers will be serviced.
Will the City now accept glass?
No. Glass is not accepted. We will continue to search for economical and safe ways to recycle glass. The Williamson County Convenience centers are the only place currently accepting glass.
I heard you were only going to accept Plastics 1 & 2, why?
The City of Franklin is working to have the cleanest recycling commodity. Other plastics are no longer accepted due to current market conditions.
Can produce plastic containers be recycled if they are Plastics 1 & 2?
Any clean and dry Plastic 1 & 2 containers can be accepted. Remember to keep it clean, dry and loose. When in doubt, throw it out.
Can half gallon waxed milk containers with the plastic spout be recycled (half and half containers)?
Yes. Our recycling partner is currently taking waxed milk containers with plastic spouts.
Can brown plastic #2 be recycled, or does it have to be clear plastic?
Brown plastic bottles can be recycled. Check the neck! The opening at the top must be smaller than the base of the bottle.
How much room should I leave between my blue bin and trash container so that the automatic loader can work?
3-5 feet between the the blue bin and trash container will allow enough space for the automated unit to safely service the containers.
Can I order two blue bins?
Not at this time.
Does everything have to go into the blue bin? What about cardboard?
All recyclables as shown above should go in the blue bin, without a bag. We ask that you cut or fold cardboard to fit into your bin. If you have extra you may need to take it to the Williamson County Convenience Centers.
Can I have a blue recycle bin if I live in an apartment?
No. Most apartment complexes use a private hauler for trash collection. These residents are not eligible. If you currently have City trash collection and a black roll-out container you would be eligible. Questions, please call 615-794-1516.
